It is my belief that every citizen of Sheboygan should have available to him, or her, complete information in plain easily understandable language the facts and figures on any branch of city government.
I would insist that each department head see to it that a monthly report be issued that clearly shows whether their respective department is under or over budget, activities for that month, any new employees that might have been hired and any other details pertinent to their function.
I would require that the qualifications of applicants for department heads be made available to anyone requesting to see them. Furthermore, after an applicant is selected and before his or her name is presented to the council by the Mayor, a public report should be issued as to the reason this candidate was selected over the other applicants.
Departments, such as planning and development, should issue a monthly report on any and all new development in the city. The transit system, Department of Public Works, Fire and Police Departments should all issue plain language reports-all, of which would be posted on the City's web site.
If I have the honor to serve as your Mayor closed hearings would be held only on very rare occasions, on both the council and the committee level.
Government has only one kind of money, tax money, and government has only one function - to serve those who provide that money, in an open and fair way.
